The First Gathering

In May 1866, the residents of Waterloo, New York, shuttered every shop and business to march to local cemeteries. They placed flowers and wreaths on the graves of Civil War soldiers, establishing the precedent for a community-wide, annual day of remembrance. By May 1868, General John Logan formalized this into a national event called "Decoration Day" through General Order No. 11. He chose May 30 because it was the peak of the flower season and was a neutral date separate from the anniversary of any specific battle.

Rise of the Red Poppies

The scope of the holiday expanded in 1918. Following World War I, the nation broadened the day to honor those lost in every American conflict. This era gave rise to the Red Poppy as a symbol of sacrifice, inspired by the 1915 poem "In Flanders Fields" which described the flowers blooming in the churned soil of Belgian graves.

The military continues to observe a specific ritual for the flag on this day. At sunrise, the flag is hoisted to the peak and immediately lowered to half-staff. It remains there until noon to represent a nation in mourning for the 1.3 million service members lost since 1775. At precisely midday, the flag is raised to the peak to signify that the country survives and continues through their sacrifice.

National 3-Day Weekend

While the 1971 Uniform Monday Holiday Act moved the observation to the last Monday in May, the 2000 National Moment of Remembrance Act added a final requirement. At 3:00 PM local time, every citizen is asked to pause for one minute. This creates a synchronized interruption of the holiday weekend to acknowledge that the freedom of the moment was purchased by those who surrendered their own.
