Free Images
What this means is that if you select a picture from .gov site you are free to use it without the need for attribution.
However, I have been informed that some pictures do have copywright issues per this link (thanks Welshy) http://www.usa.gov/Topics/Graphics.shtml so while many pictures are available check on the site for copywright.
How do you get only the .gov sites?
Use a Google filter.
If you were looking for Train Wrecks, go to Google Images and add the site filter.
This will return only the pictures tagged as train wrecks only on .gov sites.

You need to be careful as there actually isn't a legal definition of Public Domain. If the photograph that appears on a Government site has been licensed or commissioned by the site then the copyright remains with the photographer not the site. Rich.

It's new to me Craig, I just decided to have a quick look after Rich mentioned the above.
I was under the impression it was Public Domain too.
