I add people who have been around for a while and seem like a good source if I need help.
I add people that are brand new that I think might need some help or encouragement.
I add people to my network so that when I add a blog, or training or a website, I can get some feedback.
I don't usually add people that haven't filled in any profile info, and only use a generic profile pic.

I add people who look like they need help.

If i can learn from them, then i will add them. I read responses to post and if its of value i add them.

I guess it depends on what social media site it is and who they are and their profile.

I will add for a number of reasons. I add people who have been very helpful with information and constructive criticism. I add people who I have helped. I add people who add me. I also add people after reading something they've posted in a room or on their blog.

I used to add everyone. Now I add folks who engage in discussions. I want a lot of people because I learn from it all. I never know which post I will open that will give me an answer I'm seeking.

I personally add people on posts or threads that I find offer a new insight and great information. I don't keep count of how many people I add even though I do add quite a few. I need all the help and support I can get and that is the whole premise of WA. Build your network of support!
