When I visit a website for a first time that means I don't that site and suddenly a Newsletter Subscription pops up... It's force me to leave the website because it's annoying.
I 'x' it, read it then decide I If I'm going to sign up. But to answer your question, yes it's annoying. I've seen some appear when you get close to the end of the article...those I don't mind.

I'm going to promote a product on the Amazon. Can I use a product description from the Amazon for my website?

You want to try and not copy other website's content but as an amazon associate you can use their affiliate links for any product, and it will have a short description of the product if you want it to

If I want to be an amazon associate I will need a live website, full of images and a relevant content. So shall I get it from a manufacturer?

Yes you first want to build a website, than add some content as afterwards you can apply to Amazon Associates affiliate program. Once they have accepted your application you will be able to promote any product from Amazon, on your website.
What do you mean by "get it from a manufacturer"? get a website?
I mean, probably I will have to ask a manufacturer for a permission to use their images and product descriptions.
you can use their images before you apply. But never use the customers uploaded images. I wouldn't use the description either, If you want text, Write it in your own words.

These are called Opt In Boxes, i personally hate them, I'm not signing up to a newsletter to a site I've not even read yet. I miss the days when there was a less pushy subscription link on the side bar or top menu.
