It looks as though the code is pointing to an image or logo. This would be in the page header section, just open up the Customize theme link in your dashboard and remove that bit of text.
The " and are URL 'control character' codes which are used where characters like a space, comma or quotation marks are used in a URL. You need to get rid of that entire line of code and replace it with a HTML tag. They are the ones like this <img src="http://sitename.com/images/thispic.jpg" alt="look at this picture" etc... > This sort of code is interpreted by the browser in HTML (HyperText Markup Language), whilst the URL code (in your header) is interpreted by the web server in HTTP (HyperText Transfer Protocol) language.
You could replace all of the control characters with the correct ones for HTML, but don't bother, just delete and start again with the right link.

what do you mean when you say codes? Do you mean content as switching themes does not get rid of your content. To start from scratch you'd need a new installation
