Remove entirely or just deactivate a plugin?

We are constantly being warned to keep plugins to a minimum on our sites. I see that some plugins need to be used only rarely and then deactivated, such as WP Optimize. Is simply deactivating a plugin enough or does it need to be completely uninstalled from the website dashboard? My question is really this, does having several deactivated plugins present on the dashboard slow down the site loading time? Aren't deactivated plugins just ignored? Thanks for the help.

Google search engine versus Bing search engine

My website is about 'Understanding Horses.' Weeks ago, as I was beginning as a newbie, I noted on my Home page that I was going to write a blog about the time in 1958 that I rode Snowman (the horse in the movie on Netflix and in a somewhat bestselling book on Amazon). Realizing how little I know about WordPress

I'm on Course 3, lesson 7, and being slowed down so much because of my beginner status with WordPress. The latest Kyle lesson had us join Adsense, which wasn't possible for me because I had no idea how to get to "head" to add the code. Overnight there have been messages explaining this to me but I don't think I ever would have found the answer by myself. So I have decided to take a side step today and study up on WordPress. Success after two months

Just want to share with everyone, two months here at WA and I can’t believe how far I’ve gotten. I’m 78 and working with computers and especially social media is not intuitive for me.
