I want to host HTML websites on WA, and not set up a system using WP.

you will need to check with support - but i think mainly it is wordpress - you may need to buy a domain and install wordpress on it - then use ftp to delete the wordpress and then upload the html site
but as i say check with support whether this is possible
you may be responsible for backing up you own site

Elementor (or any pagebuilder) is a resource hog and as such you may find it difficult to get it to work properly on WA servers. As for AMP and a pagebuilder working together... here's what I found Google searching your questions: https://ampforwp.com/amp-pagebuilder-compatibility/
