Finding an Affiliate Program

I have a clear concept now on what I want to do. There are several websites around the web about gambling, strategies, casino reviews etc., for example the excellent site of the mathematician Michael Shackleford. In my country (Hungary) this niche is not really covered. There is only one online casino and several brick-and-mortal casinos. I've always wanted to create a site with high quality content about the available games, short-term strategies, an uncensored but moderated forum, and so on.
It wouldn't be a scammer site, I'm offering only the truth, the mathematical probabilities, and the truth about what is usable and what isn't!
This would be the best (and almost only) site about gambling in my country. First, I want to fill it with content in Hungarian language, an English version would be great in the future.
The only existing online casino is perfectly reliable by my experience, and a possible partnership would be great but they don't have an official affiliate program I can join. At least, I cannot find it; they obviously have partners but it's not available through the internet. And there is an other company controlled by the government which profile is gambling.
My question is, is it possible to make a website profitable if it isn't connected to an affiliate program?
Maybe the question is a little bit too early since I haven't walked through the trainings; the answer is possibly there. Sorry, if I'm wasting your time, but I would love to hear your opinions on this matter.
