I found that too as I have friends in India. It is essentially because those are the greatest sources of spam.

Thanks for the reminder Jan, I have been asked that question by my readers as some are from these countries and I have needed to Explain the reason why. In explaining, I make it clear it is no reflection on them as individuals, but the fact as you stated fraud and spam, is endemic in originating from those countries, due to some of their laws or lack of.
