From the answer from customer service:
"The most common reason for us to omit a country from EPN is because PayPal does not provide withdrawal of payments in that country. Our decision may not be solely limited to this reason so please also review EPN Network Agreement for additional information.
At this time, this is a limitation of our platform so this decision cannot be reversed. In the future, we hope to be able to support your region and have the chance to work with you."
