I keep seeing these amazing "tables" on certain websites. I'm not even sure table is the correct term to use for it.

At wpthemedetector.com you can learn what theme and plugins a particular website uses... IF they are using WordPress that is.
The site you shared the URL too appears to be using a page builder that offers that particular option... as no plugin was listed as the one needed to create that awesome product table.
Google searching "wp plugin for product tables" or "product table plugins for wp" (without the quotation marks, of course) will provide you with a few plugin choices.

I was wondering if you must have a particular theme installed to use these tables? Or if using that particular page builder alone would give the ability on any theme you choose?
As soon as my domain is able to be transferred, I'll be purchasing a theme to install and want to make a right decision in this regard. I'm not a fan of wasting money :)

Like you, I am not a fan of wasting money either, so I would definitely recommend that you try some of the free plugins before spending money on a "pretty plugin" that may cost you... especially when you may decide in a year's time that you no longer need it.
When I need a table, I code my own tables as I was creating web pages when there was only HTML to use. So no, I do not use a plugin to create pricing tables... and so far, I've only needed one table for one post.

Wow, that really is impressive! I haven't seen that before. Thanks for sharing the example. I tried to contact the website owner to ask but I receive an error message and my comment will not go through. That seems to happen frequently with comments on the fancier websites. I'm not sure it's worth it.
