Start Paypal account without a credit card!!!
In Canada, if you bank with TD Canada Trust you can get a debit card with the Visa logo on it. As long as you have money in your account you can use it as a credit card and the money goes straight out of your bank account. Check with your bank to see if they offer this service.
If you want to start a Paypal account you can use your TD Canada Trust debit card like a credit card, also. But, the money will always come out of your bank account. If you do not want to start a Paypal account you can still use your TD Canada Trust debit card like a Visa. But, you must have money in your bank account to cover the cost of whatever you are buying.
This TD Canada Trust debit card is handy to use for buying online or to pay for your Premium membership with WA, if you don't have a credit card.
If you are in another country check with your bank to see if they offer this service.

Goldie6...I prefer to use the PayPal credit line and not my debit card due to all the stolen credit card/debit card #s that have happened here last holiday. We have TD North in New England and I was just there today. Thanks for the alternative tip however it may come in handy.

This is just an alternative for someone who doesn't have a credit card to open a paypal account or to pay for things online.
I didn;t know about a credit line on Paypal.
