This allows plugin developers to bring their code up to the latest version.

When the new WordPress 5.0 is release many of us will be fighting to update our plugins and themes and make sure our site is still functioning. If we are using old and unsupported plugins and themes we stand a good chance of having issues.
WooCommerce is a leader in the industry for eCommerce. A recent update I got from them was that if you do not update your WooCommerce to 3.5.1+ then your ecommerce store will cease to work.
Make sure you are on the latest version before upgrading to WordPress 5.0
