Yeah, I was turned down as well for not having enough content. I only had three articles, lol. I guess I was just very eager to get started. I'm going to wait until I have about 50 articles and some decent traffic before applying again. I read somewhere that that's a good number of articles to have before applying.
I did, however, apply to AmazonAssociates and was accepted with no problem.
I am not sure of the level of content needed but I can tell you that I was turned down by Google AdSense because of a lack of content. They simply wanted more content. Having said that, I had about 4 pages on my website and only one blog - no wonder! To answer your question though, I dont think that you will be turned down because your website is not complete - i think it is more about how complete your website is - i.e. do you have enough quality content? Google sees this as a measure to check if your website will be getting enough traffic to justify putting ads on it... just my 2c.
Thanks for the clarification. That has answered a couple of questions for me. Think I will hold off a few more days until I build more content before applying. :)

Google has a webmaster tool. There are lot of info regarding what google likes and how to do that.
