I was researching keywords today, and found an awesome one with only 4 competing results. I was excited until I ran a Google Search of the long-tail keyword without the
Ranking takes time, and there's no exact formula for how to rank a page or website. Looking at ranking metrics is just a guide to show you approximate competition and your chance of ranking. It's not a formula to say when you are guaranteed to rank.
As far as "how to rank" goes, there are several strategies laid out within the training that will help you increase your rank.
-writing content
-internal linking
-getting comments
-social sharing
-...and more
You are right that a lot of factors go into ranking. They might be PR 4 sites, so outrank the lesser known websites that have exact match keywords. But if those people put more work into their sites, maybe they would rank better! It's hard to know unless you actually try it.
No keyword is ever "not worth going for". Try your best, and you can improve the page over time. There are several resources within WA on how to improve your rank of existing pages.

I'm an English teacher, and I want to teach college-bound immigrants how to speak and write proficiently. I used the Google keyword tool to search for relevant keywords, and al
My wife taught English to immigrant kids from Latin America and Southeast Asia. Most knew no English, but they learned fast because my wife didn't speak their languages and English was the only common language they had. We became personal friends with many of their families.
I agree that teaching ESL learners, especially kids, can be a rewarding experience. That's why I considered it for my niche.
Longtail keywords can be a great foundation of traffic for your business. Low competition phrases are what you should be targeting in the beginning because any new sit will have trouble competition with larger, established websites.
Sure, you have to work hard to stack some posts up and build traffic, but that's it pays off eventually, and can help you rank for more competitive terms later on down the road.
Thanks for the response. For my particular niche, teaching English to college-bound immigrants, there are only a few high traffic keywords and they are all dominated by established websites. The problem is that college-bound immigrants will use the same keywords as anyone else who wants to learn English. Do you think that I should abandon this niche and come up with something else?
I did Jaxxy search on "teaching English as a second language and got this.

Biology class in simple English
I'm just spitballing here. It does seem like a tough niche to think of ideas to write about, but I haven't done the research. Not to imply that you should ditch the idea, but did you have any other niches you were considering?
