If you’re managing the website and keeping it in your name, yes. If you cancel your membership you willlose access and your sites will be removed within 30 days.

Having sites hosted for free is only available to members. However you would have 30 days in which to retrieve your website from WA servers after discontinuing your membership here.

Should you decide to take your website with you, my recommendation would be to move your website first so that you know you have all of the necessary files on the new hosting server.

Yes, you can buy a domain for your client here at WA and can move the domain anytime whenever you're not active within the community. You have 30 days to move your domain out of the WA web space 30 days after your subscription has expired. Thanks for asking!
