Actually, Google chooses your keywords. There is definitely no declaring of them. It is how you use them, that makes Google take notice. If you use them in a header and then again in the first sentence if possible, depending on the length of the article, somewhere in the middle, if you can do it and keep it sounding natural and then in the ending paragraph, preferably towards the end.
Not all content is rated equally by Google, but if you use the keywords as described above, you should have no trouble
