I’ve been pending for over 2 weeks. I wonder how long it takes for a decision from them. Anyone else have this issue?

If your application is still pending I would certainly contact Rakuten to find out what is going on. In my opinion, there is no reason why acceptance should not be nearly instant. I understand why networks like to review applicants, but this should be something that happens very quickly and it should be an efficient process for any network.
