If a premium member decides to leave, do they get to keep their wordpress site?

I assume you mean a website with your own domain and not the .siterubix.com one?
If yes, I believe you can, but you'll need to change your site's DNS to point to a new host (e.g. to Hostgator, GoDaddy etc.).
Leaving WA ends your site's hosting here. You have a period of time, 30 days I believe, to transfer your site to another hosting provider.
You retain ownership of any domain names that you've purchased. (I'm not certain if you can leave them registered at WA or if you'd need to move them to another registrar.)
The only thing that you can't take with you is any siterubix subdomain names that you're using. The content is yours but, since it's a subdomain, the domain name belongs to WA.
I haven't seen anything posted that would indicate there are any restrictions on the sites during the grace period. As far as I can tell, they would be fully operational and available for the 30 days.
