Where do I find the general settings

In the dashboard of your Wordpress, you will find settings (1) and clicking it, its menu unfold (2)

The main settings are: general, writing, reading,discussion, media, permalinks and privacy

Extra settings come from plugins, or themes. In this case cookie notice and short pixel.
