PopAds does not place restrictions on publishers who want to join its network. But there are sites with certain content types that are prevented from signing up on the network.

Sites that display child pornography, abusive contents, hate speech, or anything of that sort are not allowed on PopAds.

There is a Terms of Service page that clearly states the dos and don'ts of joining PopAds. You can go through the content on its website to ensure you do not violate any of the terms. If you do, your account with them will most likely be terminated.

Once you have completed the sign-up phase, your application will be reviewed and within a few hours, you will receive approval if you meet the terms.

PopAds Payouts

The minimum payout threshold for publishers is $5 and payment is made via PayPal, AlertPay, and wire transfer. If you're using PayPal or AlertPay, then you should expect to receive your earnings within 24 hours.

You can make a request for your earnings to be paid to you at any time you like.
