I don't really think so, because when I tried to set up one, the only options are for U.S residence.

From what I understand there is a "not a local business" option in there and you can still set something up - it might be a redirect to a Google Business page though, not sure.

Thanks PJ for your response. I will look at Google Places again. It is quite some time since I went on Google Places so I should refresh my knowledge. And thanks to you for rekindling this Google feature that I had forgotten about.
