Yes I did a search under "Dutch" and there are a few tribes. They are not big tribes but it will be a help. You can sign up free and schedule up to 100 pins at no charge and you can join a few tribes and add about 20 pins to tribes I think for free. Check the attached image :)

There are loads of health tribes, I am in a bunch of them :) And I have seen people posting pins in languages other than English in tribes btw.
