Hi there,
If you add a table of content to any page or post of your site, it is not only become increase the user-experience but also helps in SEO and Google does love this kind of websites very much.
So if your article or content is too long in any post or page then you can add the “Table of Content” to that page/post. Which helps your reader to navigate the content with ease.
We need a plugin called “Table Of Contents Plus” to add this feature to our website. So just head over to ‘Plugin’ and click on ‘Add New’ then search for this plugin. After adding this plugin, activate it then go to settings and set the values as per your requirement.

Answer for 1st question: No, you should not deactivate the plugin. If you deactivate it won’t show up on your page.
Ans for 2nd question: yes, you can use for your website or blog. I do prefer to show on each Long article page or post.

yes, I have alerted about this, but I have used in the latest version of WordPress, and there is no issue so far.
In fact, due to this reason, at first, I have tried another plugin called "Easy Table of Contents", but it didn't work well with my theme. and there are no many options available to design your table too.
Sorry, I should have to mention this in training but forgot. And thanks for bringing up this issue.
