And I think I read somewhere it takes weeks before it takes effect in google listings- is that ridght?

Google Authorship no longer exists.

Yes it does still exist. It only works on google when logged into your account and others logged into theirs.

Only if you were 'grandfathered' in and had it up and running at the time it was discontinued. New users do not have the option.

Yes for every post or page you complete copy and paste your meta description to your Google+ share post that way everyone of them get were they need to be with your keyword title and description. Also do not forget to copy and paste your URL from that page.
