If their cover letter has spelling mistakes or grammar mistakes, I would just decline them. You want to hire fast, and fire fast. If the applicant shows proper grammar usage in their cover letter, just hire them for an article.

Give them a day to complete it. If they complete it and it is up to your satisfaction, use the article on your site and pay them. You can then discuss ongoing work with them.
