Importer Security Filing

Introduction To Importer Security Filing (ISF)
Importer Security Filing procedure is an ocean freight process but is included here as the this website is about freight forwarding. Do not make any decisions based on this general article. Rules and regulations change. You are requested to contact your freight agent or the nearest CBP office to get the complete set of information.
The United States Customs and Border Protection published the Importer Security Filing rule on 25. November 2008 (federal register 73 FR 71730). The purpose of the filing is to prevent importing terrorist weapons into the US. The federal register entry can be accessed here. The rule became effective on the 26. January 2009. The procedure is also known as the 10+2

Know The Following
Your time is precious and anything that helps you save it is of utmost importance to you. Keeping the time involved to the minimum is important. The information below will help you.
Timing
The data below is to be sent to the US authorities 24 hours BEFORE lading the cargo on the vessel headed for the US. This means that the lading on to a feeder vessel is not to be done. Only the lading on to a mother vessel is part of the information.
Penalty
Not making the Importer Security Filing will result in penalty. Consult your freight forwarder well in advance
Documents
- Commercial Invoice
- Packing list
The most important of the set of documents. The commercial invoice and packing list must list the following :
- The name of the product(s)
- The name of the manufacturer
- The origin of the goods (Country of Origin aka CoO)
- The Tariff Code (also known as HS code or HTS Code)
- Entries should be well spaced to be clear
- Avoid ambiguity
The complete set of documents are
- Commercial Invoice
- Packing list
- Bill of Lading
- Arrival Notice
Information Contained in ISF (10+2)
Data To Be Made Available By The Importer
- Name and address of the Manufacturer
- Name and address of the seller
- Name and address of the buyer
- Name and address of the addressee (also known as “ship to” data. Name and address are to be supplied)
- Name and address of the stuffing company (also called the “consolidator”)
- Country of origin (of the goods)
- HS Code of the products
- Place lace where the container was stuffed
- IRS (Internal Revenue Service) Number of the Importer (Importer of Record)
- The Consignee number
Data To be Made Available By The Carrier
- Stow plan of the ship
- Messages about the status of the Container
Responsibility
The responsibility for providing true information about the product(s) being imported rests with the importer.
