I used a new paypal account to make the $19.00 payment and it was linked to my bank but I failed to link it to my card it is but now it is so there should be no problem.

Paypal is linked to your bank account.Your Paypal card is only linked to your Paypal account.Hope that this helps you.Ken
Thanks KLewis I figured out what I did wrong, I linked my bank account but I had failed to link my card..... an airhead moment.
