Turning on comments in the Omega Theme
In order to turn on the comments on the pages in the Omega Theme you have to go Site Manager. Then go to customize and in the side menu 6th item down is comments. Open that tab and check the box that says enable comments.

Unfortunately this doesn't solve the problem why we can't add comments to pages, it only seems applicable to comments on posts.
