Yes, here's what Kyle had to say:
"We don't allow Starter memberships in certain countries for many reasons. We have determined that because of high rates of fraud and gaming that we do not allow Starter accounts from these countries.
By all means, they can still join as a Premium member, so they are not fully excluded."
In my case, I was asking about Ghana.
