How to site structure

So i've had an idea for a website. Find an affiliate offer and then create a site that targets local areas. (Now i've written it down, it doesn't actually seem that groundbreaking! lol)

So my thinking is I'd have a home page and then it would be broken down by county (state, for our non-British friends) and then by towns within that state.

How would I structure the site though? Home page is obvious and then there would be a page per county but how do I get a page for each town under the relevant county page?

I hope that makes sense!
