Currently people who live below countries are not offered free membership. If they are one of these countries, then yes, but if not, you may want to ask support.

There are certain countries that WA is not opened for Starter accounts. I believe this has been discussed within WA for good reason. Countries Excluded From Free Starter Member - Complete List
