Question Reguarding The May Offer?

I have a question regarding the may offer. When I click on to the link it goes to the check out page but it shows the $19 dollar offer the 6 month offer and the yearly offer. But not the $299 offer. (when I am logged out of WA). When I log back in the $299 price pops up.
Is is suppossed to be this way? Just wondering thoughts?
