Sure! That's what the privacy policy is for. Once someone comments on you site, it's your to you any way you choose.

I'd say yes. I'd also use quotations and their first name and maybe city of their location.

I wasn't sure about copyright. Who do those comments belong to?

When you receive a good comment with a lot of questions, you can even turn this into a new blog, incorporating the comment.
You can take a screenshot from the comment and add it as a picture, and that you can wrap a blog around it. Under the comment you answer with something like "thank you for these questions, you can find the answers here" with a link to the new blog.
