I would definitely consider this spam.
In some cases, there are honest SEO companies but I do not see a need for their services at this time. Just my opinion.
I agree, I answered back to decline the offer whether it was true or not. I'm learning and promoting my site ;D I don't need a third party. I have all the tools here at WA

Hi, I haven't had any offers like that but, having studied SEO, the only reason someone will be 'offering to promote' or offering to 'get you higher rankings' etc is for money!
They will no doubt want a fee. That is why we are blessed to be members here at WA, We have all the training needed to become SEO experts ourselves without having to rely or pay anyone to do it for us.
Personally, I would steer well clear of anyone offering me any help for a fee, that is what I pay my WA membership for : )
