I've never seen that occur before sorry. If you've had no SEO success with the page since it was originally published, you could just move the content to a whole new page with the new SEO settings, keywords and URL and just delete the poorly performing page? That way you'd be starting from scratch with correct settings? Just a thought.

This is a really hard time as my website is 7 months old (6 considering from the first article). I have currently 31 posts and more than 70k total words.

31 posts is still a very small number and becomes even smaller if you're in a competitive niche. As long as you're doing your keyword research well I would just say carry on but if you want to. PM me your niche please feel free to do so, because not all niches are equally profitable.

Good writers command higher prices for a very good reason: writing good quality articles that attract targeted readers is a SKILL that relatively few people have.
Researching and then writing is also a time-consuming activity. To do the job well probably takes two or three hours if the writer needs to research the topic.
The demand for "good" writers is much higher than the supply, so good writers rightly expect to be paid well for their work.
So I suggest you double your offer price and see what happens.
