Wrong. There is at least one WA member I know who has already got a referral credit without even owning a website. There has also been solutions offered in this thread which allow you to get referrals without owning a website or even using social media.
If you want you could buy a cheap domain like getwa.info and set up a redirect to your affiliate link. When ever someone asks you can just give them that domain name and they'll end up at WA and you'll get the credit.

ClickBank is a decent start. They only have digital products like ebooks and video tutorials which can be a hard sell but the commissions are usually pretty high.
There is also Linkshare. They have some newer companies and some companies that aren't quite at the top of their market. Most of them are going to want to see your webpage first to approve you to advertise their products on your website. They usually want to check to make sure that there isn't any profanity, sexual content, or just the appearance of the page.
When you get more accomplished you can use Commission Junction. They have the best companies so you will get the brand recognition that people will feel comfortable buying from. You will want to wait to sign up for them though. Many of the advertisers demand a certain amount of traffic and they recently added a dormancy charge.
