Just to make sure I am correct.
I want to give permission to another person to login to one of my websites admin area, but without that person having access to my WA dashboard.
I want that person to have access to all areas of that website, and only to that website.
Is that possible if I give that person the website's Admin Login URL and corresponding password?

You need collect log in website credentials from the WA site manager.
They can log in independently
via https://yourdomainname.com/wp-admin

You can login to your WordPress website yourself and click on Users, where you can create a new user, along with assigning them the appropriate role.
All they need to do to login, is to visit your website placing /wp-admin/ on the end.
I.e. https://yourdomainname.com/wp-admin/
