I forsee, that I need a lot of time before I can use my site I am building here. Therefore I would like to use the drag and dropsystem to build some site, to experiment with. I have some questions:
-can I host such sites at WA?
-can I use the knowledge about SEO and ranking, I learned here?
-are there members here, who have experience with such sites?
It is not my intention to use this sites in stead of the site I am buildiing here for Bootcamp.

You'll probably find that drag and drop is much more complicated than Wordpress and using prebuilt themes. My theme is built on Headway which is drag and drop but thanks to the level of detail is allows you to go in, it's much harder to works with.
But short answer, things like Weebly can allow you build drag and drops elsewhere but if you want to do it with Wordpress I recommend Headway themes.

Absolutely - you can use whatever skills you learn here, anywhere.
The wordpress hosting offered here just completes the package of training and tools together - but if you want to use a drag and drop site builder elsewhere, and apply the knowledge you've learned here, then that's perfectly acceptable.
I've used some drag and drop site builders before - more of an experiment, than actually using them fully. They're ok -- you can choose from many templates, have pre-installed images, widgets and so on. So they work.
Can you host them here? No. Wordpress is the hosting platform here. The sitebuilders are normally tied to the hosting that you choose - so chances are you couldn't move it from that host anyway.
If you look for some premium (paid for) themes for Wordpress - some of those do come with drag and drop elements - and offer much the same functionality as the true drag and drop sitebuilders.
Any theme you can find that is a wordpress theme - you can upload here - from the Appearance -> Themes menu.
