Some sites on the internet when first landing on them require you to accept their cookies or their site will not load for them. Is this a requirement for us bloggers to also have this pop-up or is not having one ok as long as our privacy policy says they accept by being in our site?

Two things to keep in mind here.

1. Merchants use cookies, so when visitors click through from your site, those cookies will load. It's best to have the opt-in in place at all times.

2. It is against the rules of several pieces of legislation to not load the site because they did not accept cookies. Instead you must endeavor to block any cookies from loading. That's how the "decline" comes into play.

Thank you for the help. If it is required since some people in countries afar can see our site, is there a plugin or lesson here that can perhaps create the pop-up for us?

EU countries and the UK are among those that require every website to have cookie consent opted. It's to keep privacy awareness. Also, I believe California has something as well but a bit different. Only those that are visiting your website from the regions mentioned above will see it.
