Absolutely stay away unless you truly know the site. Your link could end up someplace you really don't want it, while you're giving them access to your readers. It's not a good deal and honestly link exchanges have virtually no value.

Be cautious and do some research on their site before agreeing to anything.

If I were you, I will mark it as spam It is very obvious that they want to promote their website. We are not sure if they will promote your website too.
