Check Settings, Discussion, Allow people to make comments.
Also, in the editor, scroll down and allow comments.
You may have identified the problem but I do not yet understand how to fix it. The editor page template does not have the comment code. Could you help me add it
You are teaching me a lot. I just learned how to take a screen shot. As you can see, the Discussion box that is present on your screenshot does not exist on mine. Is there a way to make it appear?

only you can see that when you are logged in as admin.
Visit your site when you are not logged in, and it shouldn't be there.
So all your visitors will not see it either.
