Any Theme can have a Static Page. Select your Theme. Go to Appearance and select Customize. See Static Page? Click there. You want your Home Page to be your Static Page and Blogs to be Posts. Save your changes.

Thanks upsgirl. I was able to figure it out with the help of your instructions, but it didn't work. Here is the problem I have been having and I previously posted a question about it, but didn't get clarification. There is a home page on my menu, but the home page has never shown up in my "Pages". When I view the site I can always see the home page. When I did my first post, the post automatically was placed on the home page. However, since the home page never shows up in the "Pages" I can never select it to edit/delete or do anything to it. When I followed your directions, the home page never shows up in the list of pages for me to select to change it to a static page. I noticed that there is a little house icon on that page I imagine to indicate it is the home page.

I have no idea what is going on and this situation make absolutely no sense to me and is frustrating me to no end. Does this make any sense to you? The page is definitely there, I just can't get to it. It is currently set up as a rolling blog. The only way I can get anything on the home page is to make a post and it automatically loads to the home page. I truly hope you can help me with this! Thanks again.

Some sense...lol!
Blog Roll will show the latest Blog. That's why your Posts keep appearing on the Home Page. Sounds like things are working the way they're supposed to be.
Now, you need a Static Page.
Go to Appearance and select Customize. On the left, do you see Static Page? Click there.
Now, you need to make sure the DOTS appear next to the following:
