The Difference Between Personal Data and Processing of Personal Data
There are two important GDPR terms that every WordPress site owner needs to know and understand very well.
These terms are Personal Data and Processing of Personal Data and this section throws a bit more light on both of them.
I - Personal Data
This is any information that relates to an identifiable natural person such as a name, email address, or IP address. This implies that any piece of information that represents a human can be called personal data.
II - Processing of Personal Data
This is defined as any operation or a set of operations that are performed on users' personal data. By implication, storing the names or email addresses is said to be a "processing of personal data".

By May of 2020, the GDPR came into force and any webmaster that violates this law will have to pay €20 million or up to 4% of the total worldwide revenue, whichever is higher.
There are various penalties that are meted out to defaulting parties, as can be found in the FAQ section of the GDPR portal.
The high penalty is intended to serve as a deterrent from violating the GDPR. While the EU has put in place Supervisory Authorities (SA) in member states to monitor compliance. They've also been vested with both investigative and corrective powers to suggest changes to be complied with
