So, if you would want to base your choice of affiliate network on consistent cash flow, then, Rakuten is definitely not going to be the right choice for you. Do not also forget; they do not have PayPal as a method of payment. They only make use of check and direct deposits.
I will, therefore, advise that you look into these two particular affiliate networks that have this issue resolved. ShareASale and CJ Affiliate Network are two of the several affiliate networks that pay you consistently. They pay you in as much as you have $50 in your account. The CJ Affiliate network has a hard-to-navigate dashboard.
Conclusion
Anyone who desires to go into affiliate marketing should go for Wealthy Affiliate. Rakuten is an excellent company to promote, but there's no affiliate marketing network like WA. They have been in the business of affiliate marketing for several years. To speak of their reputation, they have have helped a lot of people turn their passion into a thriving online business and they've been into this business for more than 12 years.
In the entire affiliate marketing Industry, no other network offers the kind of training and support WA gves to both the newbie and experienced affiliate marketers.
Do not forget that the Rakuten Affiliate Network has their shortcomings, which include their payment scheme (it takes a while to get paid). They pay directly to your bank account (No PayPal payout!).
I went there today and was blown away by all the deep link and their display ads. Is there training here on how to place HTML in your site. All I've ever done was a register widget. ???
If you regularly log into your ShareASale account, even as infrequently as once every 6 months, ShareASale will never deduct a penny from your payment. It's only when publishers haven't logged in for literally three or more years that this may be considered, and even then it is rarely enforced.
So no, don't be worried that ShareASale is going to deduct $25 from your payment. (I'm the ShareASale rep on WA, so I'm glad to answer any questions anyone may have about the ShareASale network.)
Thank you.

Thanks for the information.
I have just started affiliate marketing again and can't qualify for Rakuten. I am with CJ and ShareASale from when I was doing AM quite a while ago.
I was surprised to hear about the pay methods of ShareASale. I haven't done business with them for a couple of years and when I went back to them I found I still had $3.70 in my account.
Is what you were saying about them just for new accounts or is there something I don't understand?
I guess I should get hold of them to find out.
