There are many free headline generators that work on a fill-in-the-blank solution to writing headlines. They do offer some help if you are completely at sea when it comes to writing headlines. Here is an example of one:

However, bear in mind that if you use tools like this all the time, you never really understand WHY one headline works better than another. Your headlines are also never unique to you and your audience. You won't exercise and develop your own creativity if all the work is done for you. As you can tell, I am not really in favor of using these tools unless it is just to get your own creative juices flowing.
