Do you mean paragraph 2 on the page 1 or are you referring to paragraph 2 being page 2?
If the first is your question, if you have a gmail account it is also your google account.

Perhaps you are not aware of the newest rules of Youtube, but a video has to have 10.000 views before you can apply for ads. They have removed the opportunity to add cards, annotations, websites and earn from Youtube ads for all videos under the 10.000 views
It is not something just worth looking into, but doing!
