Create two pages
The reason why you need to create two pages, is to be able to assign them; the first one to your Homepage and the second one to your blog.
I personally prefer to have both the home page and the blogroll appear at the top within my main menu. Not only can your visitors clearly take a look at your home page to learn more about you and to navigate your website better, but they can also go to your blogroll to look at things you write about, tips, tricks, scam alerts and so on.
But it is completely up to you whether you want to include the blogroll at this point.
If you do not want your blogroll to appear within your main menu, then I suggest that you add a side menu to your website, through your widgets section, showing your most recent posts. Your visitors will at least be able to navigate to other posts on your website and explore more.
Back to Business
When you create your home page, you will need to fill it in with catchy and interesting information that will make your visitors want to learn more, either about the main program you promote (like WA) or make them want to read deeper into your website.
You may want your home page to kind of be like a hub where your visitors will be able to navigate to different parts of your website, depending on what they're looking for.

The 2nd page needs to be left blank but make sure that you name it as "Blog" or "Blogroll". (This step is only required if you want your Blogroll to appear within your main menu.)
