The iTunes Connect online application opens. At the bottom, use the"Select" button to choose "Books" and then click "Continue".

Enter your Apple ID and password, click the authorized agent checkbox, and click "Enable".

On the Create an Account screen, click "Create a Paid Books Account".

Follow the instructions carefully for setting up your account. It will require email authentication. You’ll complete an application and submit it to Apple for approval.
