Cpanel is basically a dashboard that a lot of web hosting companies give you as a backend to manage your hosting account instead of having to type commands on a command line interface.
WealthyAffiliate used to give you access to Plesk(another backend dashboard), but hasn't for years.
If you wanted to modify the .htaccess file as mentioned in this tutorial you would have to FTP into your website, download the file, edit it, and then upload the new version of the file.

Thanks for explaining the cpanel. Unfortunately, that is beyond me at this point. So I will have to just ignore the spam I guess.
